Yes it should be.

It is named: "2 Tier monitoring of services (service + resource) - 
specification".

An empty line indicates that no new feature is expected with a hard 
deadline for the 3.1 release. (please note that there are "common 
features" that are required anyway).
This list is not exclusive of the feature appearing in the Priority 
Action Plan. They can make it into 3.1, but we might have difficulties 
for testing them.

This will mostly be about integration for the java services. More for 
you as you have to do a similar work than Luchesar for the syslogs.
