I have no idea. I've been looking at his site, and there is no license mentioned. However, since both Nina and Cándido have provided me with a class which does Base64 encoding, I think I'll change my code and try to use one of those.

I did mention the guy in the author tag when I used the code, so I'm not taking the credit when it isn't my work.

So basically I was most concerned about the license, and I wanted to get a green light from the management to use it.
