I don't recall every discussing these or seeing any schema/instance 
documents checked into subversion.  Characteristics  should not be used 
without RNC files to describe the schema, and several examples to 
demonstrate how they may be used.  Before you (or anyone) starts using 
these, please follow the procedures here to get them approved:
