Hi,

As it was planned in Salvador, an action was defined to me on doing a 
specification for a new service for configuration of other services on 
perfSONAR. The action was:

   * *Action (FV)*: Send strawman proposal for this new configuration
     service to the mailing list for discussion - *ONGOING, beginning
     of June*

Attached it goes a first draft for discussion on it. Sorry for the 
delay. Let's discuss this service because it will get more important to 
have this kind of functionality when starting the deployment of a higher 
number of services all around the networks.
