I did not disagree with Roman's original suggestion, and I may have 
caused some confusion with my initial answer which hopefully is now 
clarified.  However it is important to take care of lingering issues 
such as the case previously suggested where parameters blocks may be 
(potentially in error) assigned the same namespace.
