Hi Jason,

The nmwg rnc definition makes it mandatory for the the data elements to 
contain an element inside. However, for RRD MA and SQL MA, if no data is 
found, the data returned is simply a data element without any elements 
inside.

The only change required is to update the schema definitions as the 
Message object implementation seems to work ok in such cases. Can you 
please make this change?
