Only RCs can be installed on a single instance of Tomcat with other 
services.

The key in the rrd metadata file can have additional parameter 
valueUnits and this way responses can have the information about unit type.

(btw. in future this parameter will be moved one level up in order not 
to be in the key, it will be in separate parameters element)
