If you are using the latest release candidates, yes. If you are using older versions of the service, then I am not sure. If you tell us which version you wish to install, we will be able to give you a much more definitive answer.
and my second question is regarding, utilization metric datum. I have queried for one of the esnet's router for its utilization and I recieved its capacity as 10 Gbytes/sec and its utilization as
<nmwg:datum timeValue="1136678400" value="16.380380787037026"/>
This value is strange. The value is meant to be either bits per second or bytes per second. Either way, it can't be a decimal number. Can you (or Joe) check the rrd file from which this value is read? Since RRD MA reads from the rrd file, it seems as if the incorrect value might be coming from the rrd file itself or from the way we read the file..

what is the unit of that value. Is this the percentage utilzation ?
