All 'owners' of the products should have the ability to add 
versions/components to that product.  So for instance if Roman went to:

<https://bugzilla.perfsonar.net/editproducts.cgi?action=edit&product=RRD%20MA&classification=Development>

He should be able to add new versions for each release.  If this doesn't 
work, let me know.
