perfsonar development work

Hi everyone,

I don't know if I am doing a redundant thing, but I was getting  
trouble in the undertanding of the Topology Service to define the  
minimal information needed to do the service. Looking in the Perfsonar  
wiki some definions, I decided to scracth some general definition to it.

The definition fits well to the topology service because it is  
independent of the network layer. One can extends the definition  
easily to all layers.

I hope to contribute to this service with this definition.

I hope some suggestions remembering this is the mininal information needed.
