I did some more testing and found only one host that the test is completing for (various networks and OS). As it happens this is a freshly installed Windows 7 box that has only had the current JRE installed (6.20). Here is the main difference in output from the java console. The failed tests had this at the end:

Calling InetAddress.getLocalHost() twice

Can anyone explain this error and is it likely the cause of the problem? In regards to the thread Eula mentions, all the files in the security dir are identical between the working and non-working host I looked at, so it's not an obvious configuration issue.
