The NDT server attempts to find the bottleneck link in the end-to-end path. This could be any link in this path, and is most probably your cable modem service which is probably running at a sustained rate under 10 Mbps, The NDT link detection algorithm detects this and issues the listed report. The real question is, what are the measured upload/download speeds and what are you expecting?

i go from my pc to my router at 100 Mbs, then to my cable modem into comcast.
a friend running the test from a verizon fios connection got the same message.
