Ah yes, I found the problem.  NOT where I expected it, for sure.  I ran a 
tcpdump on the server while connecting from my client.

Noticed this:

21:07:54.195190 IP client.4430 > server.3003: . ack 73816 win 65535
21:07:54.195210 IP server > client: icmp 48: host "server" unreachable - 
admin prohibited

(Client and server names changed to protect the non-anonymous.)

I simply opened an ICMP hole in the server iptables and it now works, go 
figure.

Anyway, onward and upward...
