You need to run the "make install" command as root. By default the /usr/local directory is owned by root.

Did you verify that you're trying to run conf/create-html.sh as root, and
that /usr/local/ndt exists and is a directory? The error you are getting
from conf/create-html.sh results from a test to see if you can write into
/usr/local/ndt. If it is owned by root and you're not running
conf/create-html.sh as root, you'll get that error. You'll also get
the error if /usr/local/ndt does not exist.

I thought that the 'make' process created the dir, so I have created it myself and it only copies over tcpbw100.html, and it does not create the directory as stated in the install process

The base web page 'tcpbw100.html' has now been created. You
must move this file into the ndt_DATA directory [/usr/local/ndt]
created during the 'make' process.
