This error has nothing to do with SAML specifically, it's a more general
XML parsing error.  The XML that you are passing in as a string and then
reading with the StringReader apparently has non-whitespace stuff
preceding the XML.   Do a Google search for "Content is not allowed in
prolog" and you should get plenty of info.
