Then it's a Redirect message. You need to start by reading the standard if
you expect to have any hope of implementing it.
 
And I'll suggest the same thing I usually suggest, just use an existing
implementation, whether it's Shibboleth or something else. You are biting
off an unnecessary amount of work.
