    Thanks for the hint. I finally was able to get it to work by modifying the "catalina.bat" file by setting the variable JAVA_ENDORSED_DIRS to point to the folder the jar files are resiting.

We put the JARs located in the folder endorsed in the OpenSAML 
distribution (Xerces, Xalan and some more) under 
<CATALINA_HOME>/common/endorsed and works without problems. Tomcat set 
this folder in it's startup scripts. Have a look at them.
