No, that code was an old old port of the metadata tool found in Shib.
Pretty much everything that code does is now done via the File-backed
URL metadata provider and it it what we'll be strongly suggesting people
use.

We *may* have a metadatatool in OpenSAML 2 but if we do it will have a
different focus.
