No matter whether I use pch or my own DNS, all the queries come up
empty

dig @anyns.pch.net NAPTR 4.3.2.1.254.freenum.org.

254 isn't an assigned ITAD, though it seems that there is a problem
with anyns.pch.net, too.

The NAPTR query you reference will NEVER work. That zone does not exist.

Try this one:

dig NAPTR 4.3.2.1.256.freenum.org.

As for the PCH anycast responders not having the zone: that's currently almost fixed. There was a change in BIND at some point recently that refuses to transfer zones that have syntax errors. We don't currently have a parser on the web interface, so there were about 10 badly formatted records in the system that I've cleaned up. It should now transfer, but it may take a bit since the PCH systems don't apparently respond to NOTIFY messages from the primary authoritative system for the new zone, and they rely on timers that are a bit slow.
