SingAREN Launches $1 million Test Centre
Centre Provides Interoperability, Conformance and Performance Test Services
for Singapore ONE
Singapore - February 24, 2000 - The Singapore Advanced Research and
Education Network, SingAREN, today launched the region's first test centre
for broadband data communications equipment.
In the first phase, the $1 million centre will provide testing services for
vendors and manufacturers of telecommunications equipment. The Infocomm
Development Authority of Singapore (IDA) requires type-approval for all
equipment connecting to the Singapore public broadband network. This
equipment - based on Asynchronous Transfer Mode (ATM) - must conform to IDA'
s specifications listed in the Manufacturer's Declaration of Conformity.
SingAREN is the only official test centre for the type approval.
As the centre is the first in the region to offer such high-level test
services, the plan for the second phase is to provide these services
region-wide.
Besides the centre's hardware investment, SingAREN has also developed six
test suites for the conformance (according to IDA's guidelines), performance
and interoperability tests of telecommunications equipment. These test
suites are developed based on ISO 9646 by SingAREN engineers. They are:
Conformance Test for ATM UNI 3.1 ATM Layer of Intermediate Systems
Conformance Test for AAL5 Common Part
Conformance Test for ATM UNI 3.1 Signalling for the Network Side
Conformance Test for ATM UNI 3.1 Signalling for the User Side
Interoperability Test for ATM UNI 3.1 with 1-Net
Performance Test for ATM UNI 3.1 Signalling
"Because of our in-house capability, we are able to develop test suites to
suit the different requirements and standards for other countries in the
region as they begin to provide broadband data services," said Dr Manjeet
Singh, Business Manager of SingAREN.
Plans are also in place to expand the range of test services available. For
example, switch vendors with a development base in Singapore could use the
centre for testing their prototypes or products.
Corporations that need to test network technologies and equipment before
commercial deployment can also get their equipment tested.
As needs increase, the centre will also be able to provide testing for the
Internet Protocol, TCP/IP and more advanced protocols such as Private
Network to Network Interface, PNNI.
With its affiliations with other broadband research institutes and test
centres in Japan, the US and Europe, SingAREN will collaborate on
international interoperability trials and tests of new and advanced network
technologies.
"SingAREN's offering of a range of conformity and interoperability testing
and consultancy services will help vendors in accelerating widespread
deployment of new broadband technologies in Singapore," said Mr Lim Yuk Min,
Deputy Director (Operations) of IDA.
SingAREN will also extend its services to 1-Net Singapore Pte Ltd, the
operator of the Singapore ONE network, to provide interoperability testing
of vendor's equipment prior to deployment.
Located at SingAREN's new facility at 20 Ayer Rajah Crescent, the centre's
equipment list includes:
Two HP Broadband Test Systems
Two NetcomSystems Smartbits Performance Analysis System
HP Internet Advisor, operating as an internetwork analyzer
10 workstations
Dr Thio Hoe Tong, Director of SingAREN, said: "The recognition by IDA and
1-Net that SingAREN possesses the necessary capabilities and knowledge to be
the test-lab for its ATM conformance and interoperability testing needs,
respectively, is an added boost to SingAREN's commitment to becoming the
nation's de facto lead agency in experimentation and deployment of new
broadband technologies and services onto Singapore ONE."
The test centre was formed as an initiative under the SingAREN project which
is co-funded by the National Science & Technology Board (NSTB) and the
former Telecommunications Authority of Singapore (TAS), now IDA.

SingAREN, a $30 million project launched in November 1997, is a national
initiative to create a high-speed broadband network platform to support R&D
and advanced technology development in Singapore, serving users from
academia, research organisations and industry.
Within Singapore, this comprises an experimental high-speed broadband
network linking the two local universities and several research
organisations at a bandwidth speed of 155 Mbps.
Internationally, SingAREN currently has a 14 Mbps link to US and Canadian
research networks through the STAR TAP in Chicago, a 2 Mbps link to research
networks in Japan, a 2 Mbps link to Korea, and a 2 Mbps satellite link to
Malaysia, dedicated for research and education purposes.
Through STAR TAP, SingAREN peers with other international research and
education networks in the USA, Europe, Middle East, and Asia. These
international connections enable collaborative research in areas such as
high performance computing, distributed databases, digital libraries,
tele-medicine, tele-manufacturing, distance education and advanced network
research.
These projects are carried out between Singapore researchers and their
counterparts in the USA, Canada, Japan, Korea, Malaysia, Taiwan, Middle East
and Europe.

Assigned Names and Numbers (ICANN) announces the launch of its At Large
Membership web site.
After considerable public input, the ICANN Board has developed this program
as a new way for Internet users from all over the globe to participate
directly in the ICANN process and help ensure the smooth coordination of the
Internet's technical infrastructure. Individuals can begin registering today
to become ICANN members at http://www.icann.org. <http://members.icann.org>.
The At Large Membership of ICANN will give individual members of Internet
communities worldwide a voice in the selection of Directors to the ICANN
Board. By becoming an ICANN member, individuals will have an opportunity to
become part of the ICANN "bottom-up" approach to making policy concerning
Internet Names and Addresses. ICANN members will be able to receive regular
news, updates and announcements about ICANN activities and policy
initiatives.
The basic requirements for applying to become an ICANN At Large member are:
* The completion of an online membership application,
* A working Internet email address; and
* A single physical residence verified by a postal mail address.
Thanks to a grant from the Markle Foundation, the initial launch of ICANN's
At Large Membership program has been funded without the need for membership
dues.
The ICANN Board will consider and adopt further policy about composition and
structure of the At Large Membership, and to establish rules for the
nomination and election of candidates for the At Large Council, at the
Board's next meeting, to be held March 9-10. It is hoped that the target
goal of 5000 members can be reached in the next few weeks in order to move
forward with the At Large Elections later this year.
