to convert to the PSPNG...  thanks!

in the process of upgrading Grouper to version 2.4.0, I encounter some 
problems. Here is yet another one:

When using the grouper installer to upgrade PSP, it eventually aborts with 
the following error message:

The file is not retrievable like the others although there is indeed a 
reference to such a file in

I also checked in the grouper.all-2.4.0.tar.gz archive, but it is missing 
there as well.

The suggestion mentioned in
https://lists.internet2.edu/sympa/arc/grouper-users/2019-03/msg00056.html
does not apply: in my case the installer is not looking for files with names 
containing "2.3.0".

Can the 2.4.0 installer upgrade PSP?
- if yes, it would be necessary to provide the appropriate 
grouper.psp-2.4.0.tar.gz file.
- if no, then what is the path to upgrade PSP to the latest version while 
upgrading the rest (API, UI, ...) to 2.4.0?
