That's actually our process as well -- we create a set of "base" groups 
that represent the various slices of the community, and Service 
Eligibility groups then get built using those "bases".

My question is about the service managers, and the tools that campuses 
provide to them. With a growing population of Service Mgrs, we're 
growing less comfortable expecting them to understand and use set math. 
We're also interested in being able to see "the big picture" -- ie what 
services is each (sub) community eligible for? And we think allowing 
everyone to see that grid would help new service managers to get a feel 
for the landscape -- what are the service similar to theirs, and which 
groups are eligible for those services?

Has anyone starting thinking about tools like that ?
