I ended up performing a more "traditional" upgrade.  I downloaded the new 
versions into new directories, diff'ed and copied the config files, and 
built the new WAR file.

Why wasn't the upgrader written to perform the UI upgrade in the same 
manner as the API upgrade (upgrade files in the build directory)?  It 
doesn't provide much long-term help unless my build directory is updated 
too, not just the deployed WAR file.

Hopefully I haven't missed something obvious.  :)
