Are you going against hsql?  Did you start the DB?  From: WEB-INF/lib

java -cp hsqldb.jar org.hsqldb.Server -database.0 file:grouper -dbname.0 
grouper

I don't see where the DDL is initted in the DB...

Can you go to WEB-INF/bin, and run:

./gsh.sh -registry -runscript?
