Is it a permissions problem?  I see this note in your output:

Maybe try setting the log4j.properties to log to stdout and see if you get 
more logs:

## Log messages to stdout
log4j.appender.grouper_stdout                           = 
org.apache.log4j.ConsoleAppender
log4j.appender.grouper_stdout.Target                    = System.out
log4j.appender.grouper_stdout.layout                    = 
org.apache.log4j.PatternLayout
log4j.appender.grouper_stdout.layout.ConversionPattern  = %d{ISO8601}: [%t] 
%-5p %C{1}.%M(%L) - %x - %m%n

## Default logger; will log *everything*
log4j.rootLogger = WARN, grouper_stdout


You should get some startup messages, like this:

grouper.properties read from: 
Grouper current directory is:

Grouper warning, it is detected that you are logging 
edu.internet2.middleware.grouper as ERROR and not WARN level.  It is 
recommended to log at at least WARN level in log4j.properties
Grouper is logging to file:   appender type: SMTPAppender, ...

Thanks for the reply Chris.

I copied contents of groupers tomcat-users.xml to tomcats 
tomcat-users.xml.  Built ui using target war:

copied resulting war file to tomcat/webapps directory.  Start dB:

I then try to start tomcat which is where I get the errors in catalina.out:
