FWIW : Grouper-related projects, except for grouperClient, are published to

http://www.internet2.edu/grouper/downloads/maven2/

I believe if you add this repository to grouperClient/pom.xml your
life might be easier.

Only grouperClient is published to the maven central repository, and
grouperClient/pom.xml does not reference the above grouper repository
in order to support uPortal (it's a long story).

Once we "officially" move to maven, I think we will be publishing
everything to maven central.
