It seems that I did a successful install of the grouper quickstart 1.6.2 on Mac OS 10.6.4 following instructions on the wiki.

got through the "ant db" step

browsed to http://localhost:8080/grouper

...and got a 404 page not found error.

$CATALINA_HOME is /opt/apache-tomcat-6.0.29   The Tomcat examples run fine

Searched the grouper-user archives and came up empty.

       Looking for clue,   --Keith
