That’s not part of the WS build.  You can just drop the warfile in the 
TOMCAT_HOME/webapps dir, or make your own context element in the 
TOMCAT_HOME/conf/server.xml, or make your own directory and context file 
under TOMCAT_HOME/conf...

We do at some point want to make the UI and WS more similar... :)
