The classpath may be the culprit indeed. I see that you are not running 
the bootstrap by means of "ant eg.bootstrap". One of the things that ant 
invocation does is to build the appropriate classpath for this task. If 
you're doing it by hand, you'll need to pull in

${GROUPER_HOME}/dist/lib/grouper.jar
${GROUPER_HOME}/lib/*.jar
${GROUPER_HOME}/conf/
