Hi Steve,
I'm afraid the Xml export tool was written against the 1.0 API and so does not work with a 0.6 database. You could write a script to generate XML which can be imported to a 1.0 database. The main things to look out for are whether memberships/privileges are immediate of effective - which may be difficult for privileges.
