Commit 1ec6b4d65f adjusts how Rule Attributes are configured in two significant ways:
(1) Rule Attributes (that is, the specific set of Attributes configured for each Rule) have moved in the UI from the Rule configuration page to their own page, accessed via the "Rule Attributes" link from the Rules index page (/match/rules?matchgrid_id=x).
Previous configurations will remain valid, but note that it is no longer necessary to explicitly require a "Skip" entry for unused Attributes. While these old entries are not harmful and can be left in place, they can also be deleted (either manually via the UI or via SQL) to reduce configuration noise.
Multiple instances of the same Attribute may now be attached to a single Rule. More information is available here:

(2) The "Required" flag has been removed from the Attribute configuration, and has been added to the "Rule Attribute" configuration described above. This allows a more flexible configuration, whereby a given Attribute can be required for one Rule, but optional for another.
Required flags will NOT be migrated automatically, and must be reset manually via the new Rule Attribute configuration.
Be sure to update the database schema when updating to or past this commit and before trying to make any of the changes described above.
