5.4 will remain supported through the 3.x series (with the already documented exceptions for certain plugins).
PHP 7 brings significant performance improvements as well as changes to support improved coding practices, so the first post-framework migration version (currently targeted to be Registry v5.0.0) will require PHP 7.
Notwithstanding packagers backporting PHP fixes, it's worth noting that the oldest supported version by the PHP project itself is now 7.1.
