Your question surprised me because there should be on the enrollment
form a field "Notify on Approved Status" and all you have to do is
tick the checkbox.

So I logged into the COmanage deployment I happen to you know you are
working on and to which I also have access and I found that the field
was missing, along with some other fields.

This is a bug. See

I implemented the work around so if you go back to the flow you will
see that "Notify on Approved Status" is now checked.

You can then go and edit the flow to set the subject in the email that
is sent to the petitioner.

You should also be able to set the body but that is part of the bug. I
think for you if you set the subject you can use the default body and
it will work. If you really need the body editable let us know and we
can see about shifting priorities.
