In preparation for the v3.2.0 release, I've merged hotfix-3.1.x into 
develop and removed the 3.1.2 release from JIRA.

* Please do not commit anything further to any hotfix branch.
* Please pull the latest develop and sanity check that the merge didn't 
roll back anything you're expecting in v3.2.0.

I've triaged JIRA, moving a bunch of things to v3.3.0 or later. If you 
disagree with where anything ended up, please bring it up for 
discussion. Here are the issues I think we need to resolve before we can 
tag the Release Candidate:
