deployers and they have PHP 5.4 either by default (Debian) or

It's worth distinguishing what version we as a project will support vs what version people should run. We can support any version that ships with the minimum required functionality we need, which for all intents and purposes is 5.4. This might change over time, depending on how PHP capabilities evolve.
As for what version people should run, that comes down to what versions are currently supported by PH and whether there are any security vulnerabilities in versions that are no longer supported. I would not suggest that people use 5.4, but if they choose to (as of now) COmanage will work with it.
Does that sound reasonable?
