I'm looking at this as part of CO-297 Simplify Installation... does this
really need to be a plugin? It appears to just deliver two files, one of
which is a configuration file that seems like is mostly boilerplate.

Could we promote this to a CMP level configuration? The configuration
values could then be embedded in the javascript when the page is
delivered. I could write most of this pretty quickly, though I'd
probably need help in testing it.

Minimally, as part of CO-297 I need to move the configuration file into
the new /local directory (more on that later), but that seems like
overkill if that's half of the plugin...
