One would not have a different ethnicity depending on the role, but the need
to
have the information collected and available for reports varies
according to the role.

For some roles LIGO needs to have the information, but for other roles
it does not.
Specifically, if the role is for a COU from the US, we need the
information collected
(or for the user to specify he or she does not want to provide the
information). If the
COU is not from the US, we do not need or want the information collected.

Concrete examples are:

CO = LIGO Laboratory collaborators, COU = University of
Wisconsin-Milwaukee -> need the info collected
CO = LIGO Laboratory collaborators, COU = GEO, COU = Cardiff
University -> do not want or need the info collected
