I think this might be even easier... the labels must be the same for each field at the moment, because an admin can only define "Name" and not "Given Name". (The fields are automatically expanded.) So some logic like "if I'm starting a new model/group and the first attribute in the model/group has a description then emit the description below the label of the model/group." This should all be doable in petition-attributes.inc without changes to the controller and without javascript.

The fields and labels are automatically generated; I can see if it can
be changed in the controller but if not, this will end up being more
javascript.
