Then perhaps we should reconsider the use of the accordion. If I retrieve a petition and look at the attributes, I get a scrollbar even though there's plenty of real estate to render more stuff. Reminds me of poorly designed PeopleSoft pages.
Perhaps we drop the accordion and go back to just rendering everything, with #links at the top of the page to the individual sections? Or manually manipulate <div>s?

sidebar if there is one. The height is reasonable given the content and
most common resolution; forcing it lower would hide the other headers
for the other sections. The other option would be to fix the footer to
the bottom of the screen and scale the rest of the page in, but that
would be inconsistent with the rest of the site and potentially break
the site for smaller screens.
I propose we leave the height to auto-adjust to the content as it is.
