I think this is primarily for Scott... we have the following petition 
roles defined:

 Enrollee: The person who is being enrolled
 Petitioner: The person who completes the petition for Enrollee
 Sponsor: The person who sponsors Enrollee for membership
 Approver: The person who approves Enrollee's petition

In addition, there is a Sponsor field on CO Person Role. Is that the 
same person as Sponsor, above, at least initially? ie: Should we use the 
Sponsor from the petition to populate the Sponsor for the CO Person Role?
