When adding a changelog comment to svn, please be more verbose and use 
the standard JIRA label notation. Something like

 No longer assume COU names are unique across CMP for CO-228

or

 [CO-228] No longer assume COU names are unique across CMP

This will make the changelog more readable and searchable when we need it.
