Hi,

Here is a basic wireframe I put together of the desired approval page
during a meeting with Albert.  He seems happy with it, though it is
not going to be implemented on the current version of myLigo.  I don't
know what version of CoManage we're going to file stuff like this
under.

He's concerned that the people he could approve (but is not primary
approver for) might bury the people he's primary approver for.  He
assumes nobody will try to join both CIT and Hanford, so we can sort
people by such categories.  Within those, he wants names sorted
alphabetically.

Mockflow was really easy to use.  I'll play with it some more during meetings.

PI/Group managers should be able to manage council delegates but
that's broken on the current system and I may be working on that.  I
assume this is just another group managing a COU for us?
