I recall that a few years ago a couple of schools (one in Texas?) used/enhanced a BB building block to do shib authN with just in time provisioning.
It isn't a tech issue (BB's doc on shib integration dates to 2004), but might be one that requires change to existing learning system operational procedures.
A google for "shibboleth blackboard" also turned up a recent and extensive wiki page at UMBC:

I bet there's more to be had. Dunno if anyone's gone further than JIT provisioning.
