Grouper (and eventually, signet) web services are perhaps more likely to be of value to the tools integrated into comanage. Ie, some may get their group & priv info from ldap, but others may more appropriately do so via WS.
Internally, all the apps that use LDAP and MySQL have separate usernames and passwords (e.g. the grouper-ui user only has read access to LDAP, but the ldappc user has write access to the groups ou). When we need web service access it's trivial to enable mod_authnz_ldap in Apache for access control. However, that's a future feature.
