Chris,
Since the gate agent is not mobile, we can probably conclude that this is a configuration error. Or that their vendor doesn't offer a 911 solution. It is possible to route to PSAPs correctly with at least one vendor's solution. I wish there were more to choose from.

VoIP - E911 - AIR TRANS PILOT REQUESTS POLICE WHEN HIS FLIGHT LANDED AT DALLAS/FORT WORTH AIRPORT. GATE AGENT DIALED 911 AND REQUESTED POLICE BUT CALL WAS ROUTED TO THE PSAP IN ANNE ARUNDEL COUNTY, MD. REASON? AIR TRANS USES AN INTERNET-BASED PHONE SYSTEM.
We asked that test calls be made from the same location yesterday, and it routed to another Maryland PSAP....
