Chris,

Since the gate agent is not mobile, we can probably conclude that this is a 
configuration error.  Or that their vendor doesn't offer a 911 
solution.  It is possible to route to PSAPs correctly with at least one 
vendor's solution.  I wish there were more to choose from.
