I've just heard from the NOC and from Juniper. The answer is "about 100 msec". This could, I suppose, be reduced by a change to config. Further, this max amount would only happen when there is serious congestion which, as far as I can tell, has never happened in history.

Just curious, what is the maximum queuing delay in an Abilene router (as
they are configured).
Are we considering any queuing algorithms that move small flows ahead of
bulk flows?
