I was looking for the equivalent config file on Mac OS X, which turns
out to be:

/Applications/Session/Session.app/Contents/Resources/Java/Session.cfg

Also with help from Jeff King, I am reminded that the Session for Mac
OS X build distributed on the Internet2 Commons site does not allow
loose routing to be configured from this config file.  For that, you
need a later build of Session, which is what we'll distribute to the
PIC-SER participants.
