Install the source package:
 rpm -i ser-0.10.99.dev7-picser2.src.rpm

That installs .tar.gz under /usr/src/redhat/SOURCES and ser.spec under 
/usr/src/redhat/SPECS

Now build the package:
 rpm -ba /usr/src/redhat/SPECS/ser.spec

This results in a binary package and a rebuilt source package, under 
/usr/src/redhat/RPMS/i386 (or i586) and /usr/src/redhat/SRPMS
