I think you are using the old version. For the current version, you don't
have to run 'instmap'.

Download the new version
wget http://www.cs.columbia.edu/~xiaotaow/tmp5555/sipc.linux.tar.gz
unzip it and run 'sipc'. sipc will ask you whether to install the map?
click 'yes', and the map should have been installed.
click on the map icon, you should see the maps.
