Presence and IntComm WG

I set the filter to only show online people, and had to click on the
"show users in" button to make it take affect, and it only lasted until
the refresh which went back showing everyone online and offline.

I think I've fixed the problem on the portal where autorefresh of the 
page was causing location to be set each time the page refreshed after 
setting the location.  Let me knof if that change causes other problems.
